That affinity to a select group of Eurasians is confined to the Horn, so if the people in the Horn want to permit that, then that's perfectly fine.
No other region in Sub-Saharan Africa should even think of permitting something like that and it certainly wouldn't be permitted anywhere else in the world.
The power of the First Lady isn't the issue at hand; what matters is the proper representation of the Nation and its pride -- and it isn't served by permitting outsiders into those particular positions -- even if it is symbolic or ceremonial. Optics matter.
None of this requires an official, written policy that would invariably draw condemnation; the Nation just needs to establish the political infrastructure and processes that would make it impossible for people like that to make it into the highest echelons of Government.
Call it "Fascism"; call it "racism"; call it whatever you like....anything else would be better than this indignity.
If it was even remotely possible, I would be in favour of liquidating all of Africa's mis-leaders in one fell swoop; they all deserve to be forced against the wall and hit with autocannons until there is nothing left but hair, teeth and eyeballs.
