until there is full reconciliation you cant be safe in another clans land no matter how 'peaceful' they are.

I agree.
He was not targeted because of his clan, there are thousands of D&M in Puntland in our towns and in IDP camps and they are not targeted. This is an isolated and unfortunate incident.

You may be right that it wasn't because he is DM. But it seems like non puntlanders are being targeted.
Very recently gudoomiyaha Somali galbeed e puntland was brutally murdered in his own house. It seems like notable non puntlanders are being taken out by someone or some organisation.
The man that was killed before, was Geri Koombe, who was in Bosaso aka Koombe land aka HIS HOMELAND. Maybe there is a group that is trying to instigate, but it's not the natives who are doing it.
