Not much difference from America usual posture but their are some key take aways.
1. He blasted Putin which is expected. He Said he isn't respecting international law plus he is not achieving his national objective. Ironic as Putin will respond when has America shown any respect for international law. He didn't acknowledge Putin greivances that he isn't going to be a middle power nation.
2. He gave China a huge warning to get ready for a fierce competition economically, technologically, and sphere of influence. He did re iterated America strongest talking points their bloody political and military alliance foot print, that should be a serious warning to China and it's not empty talk he mentioned a number of Asia Pacific initiatives such as Quad, Aukus, and Europe NATO being stronger then ever and in a huge build up. That alone should make China negiotate where ever possible. China geopolitics is very young and inexperienced but they got alot of know how by observing the past. Their military experience vs the western bloc is not even worthy of a discussion.
3. He Sent a message to terrorists which is scary saying the afghan theatre is done and objectives achieved. He used an ambiguous term about Al Qaeda or ikhwaan armed groups threat emerging elsewhere without giving specifics(this should be worry Somalia or any volatile country where they can base from so those ppl r targetted for wipe outs).
4.He talked about climate change. He talked the truth about America built on an idea not identity like the rest of the world. He spewed the importance of democracy and human rights even tho he never responded to the grave fears that this is just a tool by America to undermine countries in the future thru financial or election or political interference or poison their ppl thru their information theatre.

Oh yeah he publically declared the cold war is over and for ppl to stop looking into it as if it will re start a warning to all cold war nations who fell including Somalia. 89-91 was a dark period for all Russia and Soviets and it's alliance. Somali still have nightmares about the 91 period. He said it's now fierce competition meaning their all vying for a peaceful hand over of global politics not big volatile shocks or voids. He did mention America must assume it's global cop role or someone else will or it may even create a void or disorder he said which is bloody scary words for any sensible politician. Nothing but entropy or a gradual decline, decay or explosive disorder emerges from vacuums or voids.
The reason I think Somalia leans more America is because of our cultural saying Somalia cabsi bay wax ku Lee yihin ee axsan wax Kuma laha meaning in english Somali know and respect fear not favors or pity. All diplomats study countries their deployed in especially it's rural heart to understand those ppl mindset, and their cherished sayings. America talks fear theme. China is the only one I'm assuming with a win win approach cud flip the fear based politics respect because much more is gained thru win win.
Kudos to Biden spoke truthfully even tho it was a painful swansong to the world but most ppl assumed what he said anyways(America political class and their thought of the world) well at least the political elites in most countries assume that's what they truly believe.
They see the world as inferior(outside democracies) and your countries are based on some shared identity like a monkey(language, tribe, villages, religion, etc something unintelligent) While he sees American experiment as one of an idea uniting its people(even tho it has teething issues the experiment with identity politics) But that's their teething issue and they admit it not deny it. Their not saying they don't suffer identity problems but their system wasn't developed around one like the rest of the world(outside the liberal renaissance western world)

Somalis think voting is democracy lots of places vote like SL and Iran It doesn't mean its a democracy if it doesn't pass the freedom index(exchange of ideas, peaceful protests, free press meaning negativity, freedom and equality of cultures, clans, ethnic, languages, genders, religion, sexuality or anything that is just an identity). Bro the allies are not equal never were never will be, their pecking order and there is a grade to each of them and its historical reliability, trust established, their future stability, potential risks.
By the way allies isn't about mutual interest that's for partners lol and even their graded depending on the interest involved(security or trade), stability, risk and trust established.
Friendship are the lowest or emerging ones(miracle cud happen as they rise and cross grades but miracles r rare they tend to become cannon fodder judging by history cause even partners do) but they got a long time to earn their stripes to partner and forget ally depending on their stability, risk, interest, growth and many other metrics.
I've seen underdogs or ppl start at the bottom and rise up the ranks and earn their stripes but that's definitely not the majority of cases either. I would suggest since the horrendous location of Somalia and potential resources and threats that can emerge neutrality and offers the best outcome not endangering China, West, Islamist, Russia, competing. We done the franchise thing with USSR and got a vacuum why repeat it with any franchise.

I wish Somalis just cook up beautiful neutrality posture regarding foreign, regional, and international matters and present it too DC, Moscow, Ankara, Beijing and work back n forth and adjust and get a sign off.

America greatest strength is its wide alliance and the various grades they give them and its footprint globally militarily and economically.
Due you think the stock exchange or even the bonds and gold reserves is America if Europe and China pulled out and Saudi slapped Yuan on petrol dollar, that place wud go into severe situation which I can't even abstractly imagine especially if it's swift and volatile strike and not gradual declines or increases(yield curves or inverted curves).
