Mid to late 20's (24-29) for both males and females I'd say is best. You've most likely graduated uni by then, got your career, more mentally mature, paying off your debt, and its not too late to have and raise kids

Plus if you wait a long time to get married, it's easier to fall into zina (if you are a practicing Muslim). You can only wait for so long.
