It wasn't renovated, it was constructed by the Soviets under the guidance of Somali Democratic Republic. So it belongs to the successor governments.
Lmao the port of berbera always existed. It was renovated. And it was renovated as a naval base by the Soviet Union. Somali democratic republic didn’t put one cent in. Infact it received development projects in the south and cold hard cash. Somalia owes habar awal a couple billion dollars.

All of the exported goods are taxed in Berbera and the municipality of Berbera gets a 12% cut from products produced in different regions such as Awdal, Sanaag, Togder. These products are not taxed in their region of origin.
Imported goods from Ethiopia are taxed in Wajala and the local municipality gets a 12% cut of the tax revenue .
Then we have Hargeisa, the mother of all corruption and injustice! The local municipality gets a 12% cut of the tax revenue generated from Lowyaddo to Qaw, which is Somaliland.
Certain communities are literally being handfed by the government. These communities don’t want the system to be changed and they’re actively trying to hinder development in other regions so that their scheme (monopoly) isn’t threatened!

The subeer awals that was nutural to tuur was sacad muuse. He tried to deploy sacad muuse soldiers to fight against ciise muuse soilders led by ibraahim degahweyne to gain control of berbera port. Subeer awal elders became united at that point after sacad muuse elders broke ties with the aliance pack. Not to mention, most of his government was almost homogeniously garhajix. Habar jeclo followed suit with subeer awal not long after. So there was a sense of qabil mixed with politics.
