Somalia has a nonexistent education system filled with private schools that shouldn't receive credentials. Kenya has a relatively strong education system for Africa and they'd be willing to work skilled jobs at lower rates than diaspora. I can see why they would find jobs.

Expats are still a very small population though, not many people are willing to take that risk.
