Would this help solve our problems?


Main reason we can't just simply create a functioning Constitution and courts is that some interests are against a functioning state.

Maybe a multi clan city where the people could create their own laws, courts and police force could attract investments.

They can import contract and tort laws while still sticking to the traditional Somali criminal laws.

FGS gets tax revenue and Somali entrepreneurs get a safe place to invest there money into.

Also IDP's get a chance at a new start at life due to a lack of entrenched locals to compete against for jobs and opportunities.

Buuhoodle is the only one despite being Allied to PL / Somalia & they claim them. It's not fully in their control in terms of public services.

Reer Buuhoodle are the only ones who manage their own affairs, but the downsides it hasn't developed and is still at the same state it was 20-30yrs back

Its still controlled by the same institutions as the rest of the region.

The whole point behind these charter cities is to bring in fresh ideas on governance.... Not just autonomy from other powers.
