Not really, most adults who left Somalia during the civil war were in their 30s.

My dad was going to graduate high school and my hooyo was still in elementry

It's more about maturity, I'd say. People in their 30s who are also perhaps educated are generally going to make better parents than two teenagers or 20 somethings in any culture regardless of how "smart" that younger couple is. Not always the case but usually. Young people, especially nowadays, barely even have themselves sorted out, how you goin' expect them to be excellent parents?
