How do you believe the region will be administered in ten years: a state made up of the locals, SL, or PL?
Is the reason to Sool being the gobol with highest poverty incidence due to political instability? IF no, what is the reason?
I believe there will be a compromise between the FGS and Puntland which will lead SSC to become directly administered by the FGS. I believe that deal will be welcomed on the ground in SSC-Harti. These are my reasons.
Each part of Somalia is very different and they need unique approaches. Therefore I believe given the Galmudug situation some regions will be given special statuses. Those who already have autonomy such as Puntland will keep their autonomy while others will be ruled by the FGS. To give you an example Russia has different degrees of autonomy.
Another reason is Somaliland's claim to SSC. The FGS ignores Somaliland and will continue to do so until the south is pacified and al shabaab is get rid of but when the time comes to unite Somalia SSC will return to the fold however not to Puntland. Puntland's claim is tribal it's a compromise to deny Somaliland independence by allowing the FGS to take Puntland's role in the region. Somalia politics is all tribal based, those who can't see it that way will end up losing in the end particularly Somaliland SSC has been nothing but a drain to them.
Sool is the poorest region not due to instability but due to a lack of trade and lacklustre investment. The Nugaal valley has potential for dryland farming and livestock herding but Somaliland which controlled its capital for 11 years has only invested 5% of aid into Sool. There's a saying you reap what you sow that is it.
