They own every single important public service they have systematically taken over electricity, food imports, construction, universities, internet access etc etc. They could cut off the power and that would be enough to make the govt submityou seem to have on ground info....does Hormuud have an army or something?

The government should nationalise the telecom industry, create a new state owned bank and have own system like EVC, all other mobile operators will be members of this system & be interoperable (not each have their own digital currency). Gov needs some national assets & banking, telecom, ports are a must for the gov. Can't have these warlords own these important infrastructure.
