I can understand that traffic lights can be expensive but why not add paint strips on the roads? Why not create a roundabouts? Add signs? That would cost a few thousand dollars.

They've added lights there. There are more pressing roads to deal with than Mesqel Sq.

There are traffic lights and more road markings now but the light rail track support makes one side slightly more annoying.

This particular road has traffic light but this video was taken during the construction that was going on for the railway. They had to remove the traffic light, etc because they were about to build bridges for the train. They closed the road periodically hence this mess and congestion.
