Yes, many do.
It doesn't mean we are Arab, though.
You'd be shocked the number of Egyptians, Qataris etc that believe we all speak Arabic and are Arabs (in the sense that they think we are culturally Arab).

As a part of the Arab League it's something that happens. Kids in schools across the Arab World are taught that Somalia is an Arab country. Screaming that it doesn't happen doesn't make it any less true.
