It depends on if you look at it from Cisse or Dir point of view.

In the federal arena, Dir essentially dominates from all Somalis. But if you compare Cisse and OG alone, then I'd say that OG are more powerful. They have the most deegaans and thus representations in the federal & regional parliaments + president of the second largest federal region.

In Dir Dhaba, all representation is split between Somalis and Oromos. And the Somali portion are mainly Cisse + Gurgure. Many of the larger Somali cities and region are controlled by OG etc.

All in all, things are changing now with Somalis getting more involved in Addis and getting more positions. But this is how I see things.

Djibouti is still a poor country relative to their economic stats. IOG is stealing from the people, on the ground reality shows the money is not going towards the country. Decades of peace and stability with little to show for it.

samaroon dont even make up 1% they don't have 1 xafad in Djibouti atleast issaqs have Q3 and daroods are good people but look at jigjiga it's practically controlled by amhara and oromos
