How autonomous is Ontario vis a vis the Canadian federal government? I know that Quebec has a higher degree of autonomous self-government compared to the other provinces (eg it has its own immigration policy) meaning Canada has adopted asymmetrical federalism
What interests me about Ontario is that its own provincial capital city is Toronto yet the national capital of Canada, Ottawa, is a full part located within Ontario. Ottawa isn't a separate federal District like Washington DC or Canberra.
Banadir should be the third region within Hiirshabelle after Hiiraan and Middle Shabelle. Beledweyne should be the capital of this expanded HS state whilst Mogadishu can remain the nominal capital city of the whole country (even though I'd like Bosaso to be our version of Putrajaya)
The FGS should have the same power over HS, PL etc as the Canadian federal government has over Ontario. @TekNiKo @AbdiFreedom
