I'm hearing Ali Guudlawe is fighting tooth and nail to get Beledweyne MPs to be selected in Jowhar, so what's the ramifications if all HS MPs come under Jowhar.
Federalism is only good for some like HG, MJ and Isaaq who are unopposed in their state.
There are talks in Xamar in the moment between the (Abgaal & Hawadle) and will soon take this to Beledweyne.
So far as you know Somalia is based on 4.5 and Hawadle got their share in Hirshabelle.

But Farmaajo had a dream to eliminate Abgal competition by giving them Hirshabelle and Banadir at the same time in exchange for them to compromise the presidency of Somalia for him. As you know Hawiye or HAG Share their powers by HG, Abgaal and XL on federal state level.
It’s not possible for Abgaal to retain the Presidency in Hirshabelle forever due to Power Sharing in Somalia. If Abgaal are included in FMS meetings via Governor of Banadir and also Hirshabelle that will be unfair to Xawaadle whom was a stakeholder in FMS affairs. The whole Hirshabelle thing of Guudlaawe was literally to eliminate Sharif and HSM from the polls by making them stacked on Federal State level.
From what I am hearing from the talks, the capital will be moved to Beledweyne permanently. Hirshabelle Parliament structure will be revised and Abgaal and Hawadle will take turns at the Presidency while the latter take VP of Hirshabelle and Banadir Governor. This is too look after 4.5 power sharing. A new VP in Hirshabelle will be selected that Hawadle are happy with and also Hawadle will get all the top security officials in Hirshabelle and Interior Ministry and most MPs in the state.
Regarding the voting location, Hirshabelle most seats are located in Beledweyne. A more logical step is to hold the elections in Beledweyne due to them holding the most seats 25 instead of the 12 seats Jowhar has and since designated capital of the state is Beledweyne and will be moved from Jowhar.
If Guudlaawe is thinking, I will take Reer Hiiraan’s presidency, keep the capital and make their votes come to Jowhar to vote for Farmaajo he is dreaming. But since he is someone who wants to have a future in politics it would make sense for the one city in Hirshabelle to be Beledweyne not Jowhar. That’s if he’s serious for his administration to ever be accepted.
