Somalia doesn’t lack fancy buildings . It lacks a government tto pave roads, build storm drains and manage the upkeep of public use areas/facilities. Don’t let these images fools you on the ground level xamar is pretty terrible.

-Potholes everywhere
-slippery pavement made outta tiles
-cow poop everywhere
-when it rains the flood carries sand and debris onto the roads.
-random jingads built on the pavement so you have to walk on to the road where a bajaaj is likely to run you over .

That makes sense. The costs for infrastructure and governmental spending are large because of oil but to drive an economic balance, the cost of living probably is relatively high. This likely leads to recession-prone quarter-cycles. Creating new business outside the central governmental industrial contracting is conceivably hard, I imagine.
