The only way this can be tackled is through alleviating the poverty of families and little girls.
Having a cultural reform is going to be difficult since a lot of men will use the Sharia to justify marriage with minors. Also whilst forced marriages are haram if we go by the majority and stronger opinion, there is no way of tackling it when poverty levels are rampant and families can threaten penniless daughters and blame them for their poor state. Also, some Shafi scholars believe that young girls can be compelled so many will use that argument. At the end of the day, in Somali dhaqan what this man is doing isnβt seen as immoral. Only thing that will change this is by scholars and the religious class of Somali society actually looking at the issues surrounding women via ijtihad and creating societal laws that benefit women but are still within the frameworks of Islam whilst taking into account the changing nature of society.
Also, situations like this is why many men are threatened by womenβs education and finances. Real life anecdotes show it, studies show that the real tangible thing that helps women is economic independence. Itβs as simple as that and that is what we need to focus on as Somali women.

Itβs clearly a wedding since sheβs wearing the make up and there is sharaxaad and ololeyn.
People are missing the point here tho. Itβs not the age that is the biggest problem but the reluctance of that little girl. It feels forced and if it is, that is much worse than her being 15

I'm not saying I choose to believe this, but I've heard she was wedded at that age, but didn't do anything until an appropriate age.
That appropriate age is cited to be 9. Still hard to believe.
