I agree in some ways but they both play an important role. Ideally they would both be better linked and understanding of the other like Sinn Fein and the IRA.

Israel threatening to take over is just what they intended to to begin with. It has nothing to do with the PA's corruption, it's just an excuse for full annexation of the West Bank. The PA have cooperated with Israel for so long that they forgot what they ae fighting for. They are happy with the status quo.
