I wouldn't learn either of them since they're both useless languages, but if I had to choose it would be Swahili.Most of them speak English well. Especially in Uganda and Kenya.
While in the Amharosphere they don't speak English.

Who gives a shit what most countries do?I was just wondering since in the secondary education system of most countries they force students to learn the language of their neighbors. In Somalia I think it would be more useful to incentivize Amharic over Swahili.

Our second language after Somali is English/Arabic.

That's actually true. I know an upper-middle class Ugandan family that exclusively speak English. I remember complimenting his English until he weeks after revealed that he barely speaks his mother tongue. I forget which, but it was one of the southern language in Uganda.
I would rather be illiterate than learn Amxaara.
