Yes there are many gemeinden/counties were the people have a vote if they want to give you the passport but this is not everywhere (Swizterland is very decentralized and has in many places direct democracy were people practically vote on anything possible) and luckily enough not were I live and I am citizen. In general it is really hard get the swiss passport, even if you are born there you may not get it and in many counties they don't even have to give you a reason why the deny you the citizemship. Some british woman was once denied the citizenship for ten years because most people found her annoying and loud.
