Shabaab have no chance against millions of citizens. And the SNA can support the citizens with military tactics, equipment and troops to guide them anyway.
Then after can local councils be set up, where you conscript local police to hold the town and build based near for SNA. SNA can’t be stretched to ever tuulo. There’s only 20k of them. And there’s 10k Shabaab
