Walahi it will take 2 generations to rehabilitate these demented fucks. Look at them, killing and blowing themselves up for the chance for a ticket to the house called heaven.
The issue of funding always comes up, but there are a myriad of ways to get funding however it requires outside-the-box thinking from the Somali government. First you have to ask why foreign governments don't give the Somali government money, the reason is that there is zero accountability, meaning there is no way for donors to track the money to see where its being spent. The government needs to implement IT infrastructure for a sound financial system that meets modern standards, an idea could be directly depositing money to soldiers mobile accounts or something. This only costs a few million I have no idea why any progress hasn't been made in this area.
Secondly, I have been saying this for years and years. The Somali government MUST nationalise the telecom industry. No government on earth, even in the West, had a privatised telecom industry while the government was poor and/or just created.
1. It's a lucrative sector with a lot of revenue.
2. If the government OWNS it, multinationals would be much more willing to invest in the telecom sector. The owners as of now simple don't have the capital to make improvements.
3. By owning the telecom industry you can have vertical integration with the financial system. You have much better oversight of criminal activity.
4. National security reasons. Simple question to ask the CEO's: Can you prevent terrorist from using your network??? Pass some laws requiring telecoms to do it. They will not be able to. That's enough reason to shut them down and let the government operate.
Two major obstacles to this.
1. Telecom owners are terrorist themselves and gov is afraid of them. This excuse is unacceptable. You cannot claim to be a legitimate government if you don't even have monopoly of violence in your own jurisdiction. LOCK THEM UP.
2. Somali government lacks the expertise to operate it. This is tricky but can be overcome.
I have watched many of their videos, and that is why I am always pro execution. I do not believe these people can be rehabilitated, and even if that were possible, the cost would be prohibitive. Every Alshabab fighter that is captured should be executed on the battlefield. We should take no prisoners in this fight, they certainly don't.
Every Alshabab member who hands himself over must be killed. Let everyone know that joining Alshabab means certain death if captured.
