Yes there is a Garre and jiido.macawiisley in qoryooley. They are self funded and have never been supported by the government

He was preoccupied, but now that he is mostly done with those 2 states and the arms embargo has been lifted, Jubaland and the south west will most likely be the center of the next fight with AS. He will soon start the next offensive.
