Al-shabaab makes $12 million dollars annually from the 11040 sugar laden trucks departing Kismayo every year

Many warring sides are benefitting from the tax free sugar imports. 230 trucks weighing 14 tonnes depart from Kismayo every week headed for the Kenyan border. The estimated value of the sugar trade is earmarked between $200-$400 million dollars. Al-shabaab taxes each truck $1086 for safely crossing its checkpoints and into Kenya with far superior taxation systems in place than the Jubaland administration. Each truck is given a stamped receipt which guarantees safe passage through rebel held territory without incurring a single cent till the Kenyan border.

It is even worse in Mogadishu where government officials have their own private military companies and charge $3000 a day for their services. There is money to be made in Somalia.
