Cheap or affordability and quality service are different. Yes Somalia has affordable/cheap internet but it's not quality compared to Kenya. Kenya telecommunications in under monopoly and the rich and powerful are the same people.

Yeah monopoly it’s kinda bad because it makes Service providers to be relaxed/non innovative due to low competition.
