FGS and Puntland need to increase investment in these areas. The area is relatively safe and has large deposits of resources. Shidan is already seeing conflicts due to the large gold deposits
 
In contrast, Somaliland only collects 300K from the Sanaag region exposing one or the combination of the following:

1. Lower population in west Sanaag.
2. Lower control over western areas.
3. Less development in western areas.

Calmadow mountains are bread baskets of Sanaag and is mainly of east Sanaag side. Alot of the produce is sent through Badhan on towards Bosaso. There is also a significant amount of frankincense , gold, charcoal and meat that is sent to Bosaso to be sold to buyers.

By far most of the economy revolves around livestock, Sanaag has the highest population of nomads in Somalia according to UN in 2014.

Badhan also has an electric company powering most of east Sanaag.

Other then that and the usual markets for people, alot of the populace is funded by Diaspora whose money is spent to build the infrastructure and consequently taxed.

I also believe due to east Sanaag being completely pro Somalia they have members in FGS who push for more aid. Gamal , minister of planning, recently stated that FGS would ramp up aid.

People do farming everywhere.

To make a few millions, you need industry. Like with every Somali town money comes in the form of everyone having a small shop that bus and seeks to each other.

Unless you have acres of land you're not a bread basket. Lots of individually owned plus is for local consumption. Can't be measured because somalil business is not recorded as it moves too fast

You can have a solar plant in one town but the infrastructure is lacking to transport power to multiple towns
