This is at the heart of the disagreement. HSM has ordered a pause on them till a deal is reached. World Bank says if it’s not reached, these will sunset and go to to other African countries.

The agreement used to be 30% SL, 30% PL, South Somalia the rest.

As most international aid will be coming to an end once we achieve debt relief, HSM seems to be willing to go for the nuclear option.

HSM mentioned it in his speech in Baydhabo where he talked about debt relief and loans somalia will have access to. His plan here is to of course share it in a similar way with the FMS+Banadir.

If you look at the projections, IMF expects Somalia to keep its budget around what it is now but raise 800-900 million by 2027. Reducing aid to 50-100 million.

And what does SL being secessionist have to do with our policy towards PL. SL isn’t in the FGS and PL claims to be a member therefore influencing its elections so it should accept the policy of the FGS rather than fight every progress made.

You’ll notice they opposed Shariif despite him bending over backwards for them, then HSM, then Farmaajo and now HSM again. Expect them to oppose the next Presidency and on & on. There have been no clan census since the Italian colonial estimates that showed the Migiurtinia province was about 4% of the Somalia Italiana population
