Like mentioned above abortion is permitted when the fetus endangers the life of the mother or if the fetus has already died in the womb (in this case explosion of the fetus is needed).there could be more exceptions but I'm not very well versed in this topic, if I've said something wrong correct me-misinforming you was not my intention.

It is the The law of Allah. If he does haram and four witnesses so and he doesn't get lashed, You know he will go to Jahannam or Hellfire, You don't what your Brother to be in the worst place.

I am 16 and you definitely have sense at this age. You're no longer a child by the age 15 or at the very latest, 16. That's why that is the age of consent.

I said "If". He confessed it in front of your faces Go to him, say Make Tawbah.

Tell him this Ayah

قُلْ يَا عِبَادِيَ الَّذِينَ أَسْرَفُوا عَلَىٰ أَنفُسِهِمْ لَا تَقْنَطُوا مِن رَّحْمَةِ اللَّهِ ۚ إِنَّ اللَّهَ يَغْفِرُ الذُّنُوبَ جَمِيعًا ۚ إِنَّهُ هُوَ الْغَفُورُ الرَّحِيمُ

Say, "O My servants who have transgressed against themselves [by sinning], do not despair of the mercy of Allah . Indeed, Allah forgives all sins. Indeed, it is He who is the Forgiving, the Merciful."

Surah Az- Zumar Ayah 53

He feels guilty, tell him don't Despair from Allah's mercy. Say to him at least he didn't make Shrik, tell him this Hadith

An hadith al-Qudsi

The Prophet (sal Allahu alayhi wa sallam) said: “Allah, Blessed and Exalted is He, says, ‘O son of Adam, as long as you call on Me, I shall forgive you of what you have done, and think nothing of it. O son of Adam, even if your sins were to reach up to the clouds in the sky, and then you were to ask for My forgiveness, I would forgive you and think nothing of it. O son of Adam, even if you were to come to Me with sins nearly as great as the earth, and then you were to meet Me after death, not worshipping anything besides Me, I would bring you forgiveness nearly as great as the earth.’” [Tirmidhi]

Say to him Ask Allah's forgiveness and Mercy. Then he might be Successful in this life and the next life.
