The Ancient Greek city-states were more or less contemporary with the Achaemenid Empire (first Persian empire). The latter group had huge advantages against the Greeks in military and economic resources and yet they basically failed to conquer the Greeks, they were in fact repelled in their first (490 BC) and second invasions (480-479 BC) of Greece and were later on crushed by the Macedonian Alexander the Great a century later.

The reasons for the Persians failed campaigns against the Greeks were diverse but to simplify it their military methods and style of fighting was badly matched to Greeks of the time period. The Achaemenid military was designed to fight in the Asiatic style and to dominate similar Asian armies in the region, the Ancient Greeks with their heavily-armored & better-equipped hoplites in a tight phalanx formation had a better chance of routing a Persian army. The Greeks simply just outmaneuvered and fought more better than the Persians, that's it.

By the time King Alexander III of Macedon invaded the Persian empire in 334 BC, it had sort of declined by then and was surpassed by the various Greek city-states militarily. The Persians were by that time actually using Greek hoplites as mercenary soldiers in their own army because of how effective and disciplined they were.
