Sheekh Goggley might be taking literal licence of its own offering close enough meanings.

In its literal sense, and common usage in Saudia, it is more verbal, and could precede an actual assault, as a man, who would harass a woman, let alone his daughter, could potentially do far worse things.

I did not hear the whole question, and perhaps if we had the whole video, we could have deduced as to its intended meaning.

These sheikhs have a funny way of speaking i can't blame you. This is a cultural clash for sure in fact many memes have been made of saudi sheikhs and the weird stuff they occasionally say. The way i understood it is that he is advising girls to be caution and on guard to avoid these circumstance keep in mind that it's saudi arabia we're talking about here. I haven't watch the movie but i might give it a try.
