Can these military bases in Somalia conduct operations inside the country without informing the local authorities before starting the operation?

But I mean they have to inform them at some point otherwise they could kill local or Gov units. Imagine if UAE or Turkey or USA hit SNA troops?

I dont know how intricate the relationship between sna and these outside forces is-But i was going by how the west dealt with middle east-It is well decumented they didn't share intel or notify local forces/gov on high level operations becouse they could not trust them.

no not “local” authorities but they work closely with the government for their intelligence.
