It's all an or nothing kind of deal. Somaliland can pursue it's recogntion. Somalia needs to win a second civil war up north or some how convince or bribe the people not to secede.

Somaliland's case is different from both Eritrea and South Sudan.

Recognizing Somaliland doesn't breach the AU constitutive act which has only the following mention of borders. Neither Eritrea or South Sudan achieved independence until secession.

So the AU won't block Somaliland's recognition because it doesn't break any rules.
