Even in the Prophets time it was this way. The government isn’t going to knock down doors and search for suspects
Qatar is more conservative than the UAE so I'm not sure but in the UAE they always look the other way. Most hotels, especially in Dubai, but even in Emirates like Ras Al Khaimah, will never even ask you if you and the person of the opposite sex you're with are married. And before they recently made cohabitation legal a lot of unmarried couples did in fact live together. They just kept it off the books somehow. There are prostitutes everywhere too. The police just ignore it. As long as you're not an idiot and don't indulge in PDA or openly admit to a cop that you had sex outside of marriage or lets say they come to your house cos you reported a crime and they realize you're living with a woman who isn't your relative unmarried there'd never be a problem.
But again, dunno if Qatar is the same but it likely will be for the games.
Does this also apply to Muslims, Muwatins included?

I bet no one is going to police what thousands of World Cup visitors do in their bedroom when one considers that it has become common in many societies for people to cohabitate and have kids outside marriage.
I doubt they are going to ask an Cadaan unmarried couple with two kids to submit their marriage certificate before letting them book a room online. The Law won't change but it will be brushed under the carpet for the World Cup because it is practically impossible to enforce upon masses of visitors.

the world cup is a hot bed for sexual trafficking, I don't think they can stop that let alone monitor every tourist :/
