Only enforced if you’re having sex in public.i wonder are they really ganna enforce it?
Qatar is more conservative than the UAE so I'm not sure but in the UAE they always look the other way. Most hotels, especially in Dubai, but even in Emirates like Ras Al Khaimah, will never even ask you if you and the person of the opposite sex you're with are married. And before they recently made cohabitation legal a lot of unmarried couples did in fact live together. They just kept it off the books somehow. There are prostitutes everywhere too. The police just ignore it. As long as you're not an idiot and don't indulge in PDA or openly admit to a cop that you had sex outside of marriage or lets say they come to your house cos you reported a crime and they realize you're living with a woman who isn't your relative unmarried there'd never be a problem.i wonder are they really ganna enforce it?
Does this also apply to Muslims, Muwatins included?Qatar is more conservative than the UAE so I'm not sure but in the UAE they always look the other way. But again, dunno if Qatar is the same but it likely will be for the games.

The new law change seems to apply to everybody. At least I have not seen them say it applies specifically to non-Muslims and non-locals:

Can Unmarried Couples Live Together in Dubai (UAE) in 2022 & Onward?
Can Unmarried Couples Live Together in Dubai (UAE) 2022 Kissing and holding hands is classed as “inappropriate behavior” according to Government guidelinestravelzoodubai.com
But locals likely won't do it anyway. They're very insular and socially cohesive, especially in regards to the women. You almost never hear of an Emirati woman marrying an ajanabi and even for a male it would be scandalous if it came out that he's cohabitating with some ajanabi or an Emirati woman he's not married to. Aabo fists would meet faces and hooyos would be crying, walaalkay.

I bet no one is going to police what thousands of World Cup visitors do in their bedroom when one considers that it has become common in many societies for people to cohabitate and have kids outside marriage.Qatar is a muslim country. The guests need to respect their religion
the world cup is a hot bed for sexual trafficking, I don't think they can stop that let alone monitor every tourist :/i wonder are they really ganna enforce it?
