Why does qabil matter so much to you? And you are woefully misinformed. Cisse is Dir a member of the 1.0. Say what you will about them but at least they currently politically control Djibouti. A country with a better track record than Somalia, which hasn't been balkanized into a bunch of states. Don't throw a stone in a glass house. Somalia was given dahab in terms of land but hasn't taken full advantage of the equipment, bounty, and resources it was blessed with. Cronyism plagues both countries and hinders advancement.
