1P1V or bust

In my honest opinion Hassan Sheikh Mohamud cannot win the following presidential election in around 2026 or 2027 if the federal Parliament (or at least its lower house) isn't directly elected by the citizens. If by then 1P1V still isn't possible then he's out

Paradoxically it's nigh on impossible to rig a limited indirect election in a fragile country like ours yet with 1P1V possibly means we could be like Djibouti

HSM must make Banaadir governor second most powerful office in the country in his 1st year and nurture it well. How does he do that? Well by making Banaadir local government independent of FGS and directly responsible to the people of its districts.

It will make the government strong if they enjoy Banaadir admin support, and weak if they dont. This way HSM can secure FGS presidency for HAG since Daarood led government would be unviable and under the whims of a powerful pm that enjoys Banaadir admin support if they find common tune that is.

I hope HSM can play the long game and not focus on short term gain.

Banadir authorities need to be directly elected but before we think about anything else we need to know if Banadir will be part of a state or will it be a federal District like Washington DC

No we dont thats the beuty of this, Banaadir status is irrelevant if its independent of FGS and under the dastuur the chokehold FGS holds on Banaadir is unconstitutional.

Don't forget its doubly, if not triply, taxed. Nearly 1 billion dollars in uncollected revenue is waiting an intelligent leader.

Benadir state would be too powerful and so noone will accept such a case.

It’s gonna happen. We however need to find a compromise with D states.

The revenue from Xamar is going to go towards building security and neighbouring HS/GM will benefit massively given it’s all the same people. Once Al-Shabaab taxation is dealt with there’s nothing stopping the momentum of a Benadir state otherwise FGS will dominate the country which is something I’m sure federal member states will not want.
 
The new FMS that Banadir is part of (along with Lower Shabelle hopefully) can have the same power relations with the FGS that Ontario province has with the Canadian federal government
