Mental instability is on the rise and those lowlives are inflicting pain and violence on innocents just to blow off steam and grievances.

Not defending the perpetrator, but if the government basically refuses to do anything about mental health(primarily because the main cause is financial exploitation by corporations), we should expect these types of attacks to rise. We live in a society of people who have lost trust in authority.
