Much of arab civilisation came from the Persians. When the Arabs finished conquering they asked the Persians to run their state because the Arabs didn't know how to run an empire. The Persians taught the Arabs everything from minting coins to collecting taxes to bureaucracy.

Arabs created the empire but Persians ran it.

But when you start bringing Islam to it that's when it becomes a problem since Islam wasn't changed ever by any civilization.
