First of all they were not a terrorist group nor were they anti -government they were a group of businessmen,religious leaders and anyone with influence that wanted to fight the southern warlords who would sell their own people for money
Second it was trans-qabil leaders from rx to ogadens,they were against qabilism
Third they brought almost all of southern somalia under control and they had laws which were both secular and religious.The only territory they had no control was a territory which was supported by Ethiopia
They were not anti government they did not want to fight the government instead they tried to unite with the government but the gov back then had other ideas and were puppets and had no real power
Fourth they brought real peace in the south after 15-20 years of warlords fighting and they wanted to make islam the core of their new government

like every other islamic organization from the dervish to now most of the groups and leaders turned into terrorists.Alshabab only came after the mess that was cause by Abdillahi Yusuf they never existed their before cause the warlords with the real power never cared about islam. When the warlord were defeated by ICU they lost their power.After Ethiopia,America most of the kafiir world with AY blessing started attacking ICU they turned into gorrila fighter.The remaining groups turned more fanatic and since the government or ICU lost all control a vaccum opened and al shabaab claiming to fight the kafiir that were brought by AY gained power and popularity.

al-shabaab existed before the invasion, it was one of the strongest arm wing of the icu and the main islamist forces that drived out the hawiye warlords from mogadishu. even with this fact ICU was better alternative compared to the TFG.
