They speak with emotions, emotional IQ and regulation is a concept that they have no awareness over.
1. The FOBs, mothers, fathers... who speak like that are from certain regions, e.g. Togdheer.
2. Kids speak like that because of parents from those regions or because of loud/obnoxious subcultures at school etc.
3. Reer Miyi everywhere are always low talkers (maybe because they hardly ever had to talk over anyone?).
This is my own opinion and could be wrong, obviously.

That's what Somali men have to deal with. On one hand, she wants traditional responsibilities from her husband but she won't fulfil her traditional role. She will not nurture her husband and wants to go out all day flashing her well endowed cleavages.
