Spend the military budget on building a competent intelligence apparatus with eyes and ears in every corner in Somalia.
Al Shabaab need to recruit, resupply and I highly doubt their leaders sleep in the bushes.
Within 6 months of having this setup you can immediate take out 90% of the foot soldiers with a fraction of the soldiers they have.
The leaders will lose their foundations but don't worry... Within a year or so we'd have them rounded up as well with enough intelligence and plenty of bribes to lubricate the process.
The next step would be to create jobs asap to prevent another similar group.

Invest in military training and than have a handpicked team of guys whose job is to work undercover

Would you hand your own brother to the authorities for being part of this terrorist group? Or personally kill him (since you have to take the "law" into your own hands in that place)? I suspect almost no one in that part of the world will.

Al-kabab can't be defeated or gotten rid of. It's like trying to get rid of qabil in somalia, not possible.
When you go to south Somalia, avoid hotels/restaurants frequented by Somali politicians/rich people and you will be safe or better yet avoid south Somalia completely as suggested by the US State Dept.

Al Shabaab uses poor clans as foot soldiers. These people need to eat. Create a suitable economy for the targeted regions while pushing al Shabaab to Kenya. Or my favourite of all bomb the shiit out of them every clan that is helping them bomb them. No matter the innocent casualties. As will kill more innocent people anyways. Al shabaab is made out of hell fire you need hell fire to exterminate these fuckers
