People mostly invest in their clan-enclave and their tribal leaders aka regional governments enforce the contracts.

i think it has alot to do with interest and riba. mostly like its harder for muslim to own any property in the west but is it really worth its ?
A fatwa has been proclaimed regarding loans with interest rate for Muslims in the West, making it permissible.
But refugees are too cheap, they'd rather live off welfare.
How can a fatwa make something halal,thats bullshit maybe next a fatwa will be proclaim making shirk or homosexuality halal
