but we have the largest hospital in Sanaag built in BadhanPL and Kismayo and Garbaharey function as different independent countries. That is not federalism. We don't have a problem with federalism.

Because PL does not focus on its gobol. It functions as a different country with its own foreign policy just like Kismayo and Garbaharey. Berhani is in the Kismayo countryside and can be viewed as a different country.
I do not oppose federalism I oppose s thinking that their city is a different country.
Kismayo is part of Kenya
Garowe is more pro Gulf
Hargeysa is more pro gulf
Xamar is more anti gulf

You cannot compare PL to other parts of the country which are much more diverse. From Gaalkacyo to Bosaso there is a MJ population. From Kismayo 30 KM radius you see plenty. You have RKB militias, Marehan militias and Cowramale. The same Puntite logic cannot be applied.
Forget federalism, I'm talking about advancing your interests. What's wrong with me advancing my own interest, if, as you agreed, the central government doesn't have my interests at heart?
