She's the Chancellor of Germany though. She represents Germany and its people.

She wants to show that they're not a racist country despite the migrant crisis bringing that side out in them. She knows she has the full support of the world should white genocide actually happen so let her pomp about rejecting a symbol of a well oiled, well built machine that can withstand something as poopitditoo liberal as batting a flag away. To me it says they're a powerful country.
