Why did Ethiopia sign a peace deal with ONLF?

How come onlf was a threat to Ethiopia’s existence and still remains to this day? Some people say that ONLF know the weaknesses of Ethiopia and can exploit it to their advantage anytime. ONLF know different tribes in Abyssinia and their affiliations, those who are oppressed and the oppressors those who are opposed to the Ethiopian government and who’s with the government. This is a huge advantage for ONLF. It helps that Eritreans who also knew Ethiopia’s weaknesses helped train and arm ONLF soldiers and intel officers…. what do you all think could be the reason?
