There are questionable things in the pdf like how Hargeysa is an international airport, but other than that I have no problem with the report.

It actually is not that expensive as I have thought if it only takes about 600 million to build up the roads/ports/airports in the entire country.

States with no paved roads are Sanaag, Bakool, Gedo and Awdal. The government should connect these states first before doing anything else. A coastal road is also needed because states like Mudug and Bari have huge transportation problems, due to the fact that there are 200 or so KM between the main road and the ocean. A port at Merka, and enlarging the port at Bosaso.

Awdal is the most beautiful place in the Somali peninsula - someone needs to sort out the infrastructure, it will pay for itself in a couple of years.
