The issues in the whole of Somalia stems from disagreements on how the loot among the elite fractions should be shared, everything else you hear about are all secondary or tertiary side issues given to the dupes.
In the whole Somali peninsula P/land is the only region were it's very difficult to run away with big bucks, the reason for that is that they have the largest elitist circle with a iron clad universal agreement on distribution of the loot set out by the founding father.
Gheedi Fanax was able to escape with 30 million in Xamar, Kulmiye escapes with much more every year, Guleed did the same in Galmudug, HSM took off with 50 million, none of this is possible in P/land in their system.
Friction
Gaas was promised 20+ million for signing the deal with DP world rival also from UAE, he structured the deal in such a way it wouldn't come in the agreed upon P/land coffers but to a separate account his loyalist set up, breaking the iron clad universal agreement, totally unprecedented.
Universal Agreement
Based on what currently exist in the Somali peninsula, this is hands down the best system concocted, the three mohamoud saleeban's take 1/4 each and the remaining 1/4 split among the rest in P/land (allies) all in a shared/controlled account
In this system it's very difficult to cheat, run away with lots of money like what happens in the other parts of the Somali peninsula, more of the populace will also see the money and the fruits, it festers a natural competitive environment.
Breaking the Agreement
Gaas elitist fraction want this changed, there argument is that this agreement is bureaucratic, stifles development & progress in the region arguing for the autonomy Somali model, were the leader controls all.
Much of the Cusman Mohamoud elitists are on board with him, not sure what agreements they struck up, but the Ciise elitists oppose this, they have no choice, it will be the end of them
They have managed to rally the majority of others under the guise and pretences that Gaas is a tuug, he destroyed the economy, doesn't pay soldiers, doing the UAE deal without going through P/land parliament etc. which is the kind of stuff the brainless dupes argue over
My own Conclusions.
Gaas wants to do an Ali Mohammed Gheedi and run off with the money abroad, there is no way with the less then 2 years he has remaining and knowing he will not be re-elected, he cares about spending 20+ million in a noble way.
Even worse he had a deal with HSM for the PM post which I extensively wrote about, he was openly campaigning for HSM re-election on Ethiopia's behest, and the shock of him loosing, is what got him so desperate to try and pull off an impossible heist of epic proportions.
