Shame on Puntland govt who isn't doing this. When Somalis, Puntites, Foreigners when they arrive your land they want to see your out-doors, history, theater, artifacts. But money isn't given freely, it requires they produce a service or good which needs skills which need high quality schooling which needs govt and investors working together to address where govt focuses their effort on social/hard infrastructure and providing land-tax incentives and open up market spaces locally/regionally/globally while investors provide capital or set up banks 4 locals to access capital.
