It will be thrown out when a new constitution is written, until then PL will have that special status, it was a genius move from PL to add that article to the constitution.

What most Hawiye don't seem to understand is that they forever destroyed Mogadishu's claim to political centrality when they accepted federalization in 2004. There is no going back. The presidents of the federal states appoint senators and will have growing influence on MP elections.

Federalization ended any hope for a Hawiye dominated centralized Somalia.

To be fair, this was done to prevent any tribal domination, and/or return to the bad old days.

The biggest challenge I see is their lack of comprehension of the agreed upon rules, and agreements most of which benefit, if save the ordinary citizen.

It is like trying to have a conversation with a Brexiteer complaining about his inability to relocate to the South of France, study in Germany, and rising cost of living in the UK post Brexit. Numpties all round.

We didn't finish the constitution so we don't know what kind of federalism we will finally agree on, in the meantime PL wants to exercise its rights and nothing ironic about that.
The problem isn't that we don't understand the concept of federalism but rather your aversion to it, what you want is not federalism but devolution where the central government can give some powers to the local governments but can also take it back.
Brother, let's face it, in the south the federal system is viewed as something that has been forced upon them and maybe that's why we're not connecting.

Why can’t HSM just give Puntland what they want?

Why is he against Puntland having their own judicial and court system? Or them having control of their democracy? How does that affect Southern Somalia and Xamar? It seems very petty.
