I keep hearing that local grown ones 1 dollar and Egyptian ones 2 dollars. There must be big quality or taste difference. Why else pay double for Egyptian mango if all things are same. Chart below doesn’t make sense and we need to get science right to compete with Egypt

Your priorities are in wrong order. Why recruit cadaan or other foreigners when the natives have to work long hours in unbearable conditions and barely getting livable wages?
You need a great share of money and resources to pull it off and Somalia got a long way to go before this suggestion becoming relevant again.

because the state is weak, when the government doesn't have a monolpoly on violence every faction with weapons can extort you.
thats life in a failed state, although things are getting better i will admit, especially the isbaaro part, most isbaaro nowadays are actually run by alshabaab to increase their revenue.

This is why I don't blame the locals for not following a set off standards since the authorities are either ineffective at best or won't see it at an issue worthy of their attention at worst. Hence, bringing foreigners won't be the solution here.
