I wouldn't trust these tests. Generic IQ tests are more reliable.

The same problem of incentives also shows up in IQ tests. You also have a selection bias in the ACT/SAT, although it is heavily incentivized. I think PISA is a good enough proxy for IQ, with a correlation of ~0.9.
